On February 4, with the facilitation of the Ministry of Foreign Affairs of Ukraine, a visit was organized for more than 60 heads of diplomatic missions of foreign states and international organizations accredited in Ukraine to the Darnytsia Combined Heat and Power Plant, which on 3 February became the target of another terrorist attack by Russia.

Foreign diplomats had the opportunity to see firsthand the consequences of the cynical strike, whose sole purpose was to deprive Kyiv residents of heat during extreme cold.

The briefing for foreign representatives was attended by Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba, Deputy Minister of Foreign Affairs of Ukraine Yevhen Perebyinis, as well as representatives of the Ministry of Energy of Ukraine, the Darnytsia CHP plant, and the relevant management company.

Diplomats were thoroughly briefed on the devastating scale of destruction to this critical energy infrastructure facility, which provides heating for more than 300,000 residents of Kyiv, as well as kindergartens, schools, and hospitals. It was emphasized that Russia’s actions constitute an act of genocide against the civilian population and a gross violation of international humanitarian law, and that all those responsible for this crime must be held accountable.

Deputy Prime Minister for the Restoration of Ukraine Oleksii Kuleba informed representatives of embassies and international organizations about the urgent needs for restoring the energy infrastructure and expressed gratitude to partners for the assistance already provided.
